After the 2001 energy crisis, there was a re-examination of finishing 1300 MW
WNP-1 in Richland, which was 60% complete when abandoned when WPPS went
bankrupt in the early 80's. The plan was put back on the shelf due to a
lack of interest by Seattle City Light and other utilities for purchasing such
power, and the predicted price tag of $4 billion dollars to finish it:
One may ask why a 60% complete plant would cost as much as a whole new
1630 MW plant being built in France or a
GT-MHR. Seattle City Light should buy the WNP-1 site from Energy Northwest
for a nominal price, maintain the site as an investment, and negotiate with a
reactor supplier to build and maintain a power plant suitable for powering an
attached hydrogen battery fuel plant with enough
capacity to supply all of Seattle's fuel needs with any emmisions of greenhouse
gases.
